Our Pre-School Special Education Services are designed for children with developmental delays or learning differences, helping them build the skills they need for a brighter future.
These services are provided at no cost to families of eligible students. All programs are funded and regulated by the Department of Education, ensuring the highest quality of support. At Bright Start, we focus on maximizing each child’s potential through individualized instruction, early intervention strategies, and family collaboration. Parents are encouraged to be active partners in their child’s growth and learning journey.

How do I refer my child for an evaluation?
If you have concerns about your child’s development—such as communication, speech, motor skills, socialization, or learning abilities—contact your local school district’s Special Education Department.
They will guide you through:
Sharing your concerns.
Receiving a list of approved evaluation agencies.
Submitting the required paperwork.
Choosing an evaluation provider.
Once your paperwork is complete, the school district will connect you with an evaluation team, who will then reach out to schedule assessments.
What happens during the evaluation process?
Evaluations are conducted in a child-friendly and supportive way, often in the home with family members present. Our evaluators use play-based methods rather than strict testing environments, making the process comfortable and engaging for your child.
During the evaluation, families share insights about their child’s strengths and challenges. Afterward, the evaluator provides feedback, and a detailed written report is prepared, which is also sent to the school district. Based on these results, the school district will arrange a meeting to discuss eligibility for services.
What can I expect at a Committee on Pre-School Special Education meeting?
This meeting includes:
Parents/guardians
CPSE/CSE chairperson
Evaluators
Parent member
Teachers (general and special education)
Service providers
County representative
Together, the team reviews the evaluation results and, if your child is eligible, decides on the level, type, and frequency of services that will best support your child’s growth.
